The "you need offshore hosting" advice usually surrounds older clone scripts hosted on AWS or DigitalOcean, where strict Acceptable Use Policies + DMCA enforcement become a real risk. OfEngine runs on any standard Linux VPS — and the providers we recommend (Hetzner, OVH, Contabo) are generally adult-tolerant for lawful adult content.
